As long as you provide consent or if he has probable cause that you have committed an illegal offense, the officer can conduct a search. The officer also has the right to search your car if you are arrested for a DUI or if there are any outstanding warrants.
Remember, the Fourth Amendment to the United States Constitution and the Utah State Constitution protect people from unreasonable searches and seizures. You do have the right to say no if a police officer asks for permission to search your car. If a search is conducted without consent, a warrant or probable cause, then any evidence found by the officer during that search can be suppressed.
